Spencer is one of my characters, but I've been too lazy to make him a ref until now. 
Spencer (or Spence) is a lizard/caddisfly (including the larvae) hybrid, and is obsessed with bugs. The ends of his tail and horns can light up, and he does have small wings, which are too small to fly with.
